En lo que tiene que ver con la propuesta de programación, la Cntv va a calificar cuatro factores: oferta de producción nacional, programación infantil, de opinión y géneros no cubiertos suficientemente.
Cada uno de estos ítems, que cuenta con una calificación máxima de 125 puntos (500 en total), será calificado con base en unidades de medida como porcentajes o cantidad de medias horas de programación ofrecidas.
En el caso de la oferta de producción nacional, los interesados deberán ofrecer como mínimo el 50 por ciento de la parrilla -entre las 10 de la mañana y las 7 de la noche- que establece la ley, pero si desean quedarse con los puntos que otorga este factor deberán comprometerse a emitir -incluso- hasta el restante 50 por ciento con contenido audiovisual elaborado en el país.
El proponente que más porcentaje de producción nacional ofrezca por encima del mínimo se quedará con los 125 puntos, mientras que los otros interesados recibirán puntaje en proporción directa al ganador. Por ejemplo, si el ganador ofrece realizar el 50 por ciento -adicional- de programación con contenido nacional y se lleva los 125 puntos, y el segundo propuso solo el 25 por ciento, entonces recibirá 62,5 puntos.
En programación infantil, el escenario cambia, pues la Cntv va a calificar la cantidad de medias horas que cada interesado proponga.
Las ofertas deberán arrancar en 18 medias horas semanales -que hoy tienen los canales Caracol y RCN- y pueden llegar hasta 30 medias horas semanales, entre la 7 de la mañana y las 9:30 de la noche.
Como en el primer caso, el que más ofrezca se quedará con los 125 puntos y los demás recibirán un puntaje menor, en proporción directa a su propuesta.
En este punto, Carreño señaló que al contar con un horario tan amplio para ofrecer contenidos infantiles el concesionario del tercer canal no tendrá que recurrir al horario prime (de mayor audiencia) para dedicarlo a este tipo de programación.
Programas de opinión
En materia de programación de opinión, la Cntv definió que los interesados tendrán que proponer un mínimo de 10 medias horas y un máximo de 20, entre las 6 de la mañana y las 12 de la noche.
Finalmente, en lo relacionado con los géneros no cubiertos suficientemente, la entidad determinó dividir la calificación en dos aspectos: número de generos que ofrecerá -hasta cinco entre documentales, cine, musicales, humor y deporte- y la cantidad de medias horas propuestas.
El interesado deberá contar con un mínimo de 20 medias horas y un máximo de 40 entre las 6 de la mañana y las 12 de la noche.
La propuesta económica será determinante en este proceso
Carreño señaló que el próximo 27 de noviembre, cuando se cierre la licitación, serán abiertos los sobres número 1 y 2 que contienen la documentación que certifica el cumplimiento de los requisitos básicos establecidos para el proceso y la oferta de programación, respectivamente.
Ese día, durante una audiencia televisada, la Cntv divulgará las propuestas de programación de los interesados que se presenten, pero no les otorgará un puntaje sino hasta tres semanas después.
No obstante, la divulgación de las mismas le permitirá a los interesados saber cuál se quedó con la mayoría de los 500 puntos en juego.
La Cntv también recibirá el 27 de noviembre un tercer sobre con la oferta económica que será almacenado y resguardado por una empresa de seguridad hasta el día de la adjudicación: el 29 de enero. Al igual que al cierre de la licitación, esta audiencia también será televisada.
Allí, la Cntv abrirá el tercer sobre y el interesado que ofrezca la mayor cantidad de dinero por encima de los 69.276 millones de pesos que tiene como precio base la concesión se ganará los 500 puntos definidos para este ítem.
